Community Resources: Utility Assistance
Indiana Housing and Community Development Authority
The Energy Assistance Program application opens Oct 1, 2024 and closes April 14, 2025 at 5:00 PM Eastern Time. Applicants can apply online via the online portal, by mail, in-person, or by calling 2-1-1. To apply in-person or request a paper application form, applicants must contact their Local Service Provider (LSP). For more information on which LSP serves your county click on your county of residence via the map.
For questions about your energy assistance application or eligibility, please contact your Local Service Provider (LSP) by selecting your county or using the map below. Your LSP will process your energy assistance application and determine benefits. For general program questions, contact the Community Programs team at eap@ihcda.in.gov.
Human Services Inc.
Benefit levels have DECREASED. This impacts both Regular and Crisis benefits. Benefit levels are determined on a case-by-case basis. Crisis will be applied based on the utility bills at time of application ONLY. If payment is not made while an application is in queue to be processed and a disconnect bill is received, additional Crisis benefits will NOT be received. The application will be processed immediately, however, only the crisis benefits needed at time of application will be applied.
If additional Crisis is needed after an application is approved and not entirely utilized at time of application, they will only be available from March 1-April 14, 2025, if funds are available.
Households that have a credit balance of $250 or more on one of the regulated utilities (electric or natural gas) at the time of application will be programmatically eligible but will NOT receive a benefit even if the credit falls below $250 at any time during the season.
Households that have a credit balance of $500 or more on the unregulated utility (propane or oil) at the time of application will not be eligible for assistance until the balance is under $500.
Salvation Army of Johnson County
The Johnson County Red Shield Center offers rent and utility assistance to only Johnson County residents. Due to the limited availability of funds, assistance is given one time per year on a first come - first serve basis.
To Apply for rent/utility assistance, you will need to provide the following:

Valid photo ID

Proof of active income in the home

Job offer letter

Paystubs within the last 30 days

Social Security or Disability award letter.
For all financial requests, we will need to know that the rest of the bill will be paid as we would like to be the last pledge. If your bill is over $300.00, we will be first sending an email to you with informational referrals to other churches and resources in the area that can help collaborate with us financially to help bring down your total amount of your bill. All our checks go through the mail. Your landlord will need to be ok with this pledge option.
